Even back in 1869 the city was plagued with those anti social types who degrade public property. Were I in a position of authority, those who are caught "tagging" would be sentenced to six months of 8 to 5 daily community service removing their art work with a toothbrush....but I guess that would be considered cruel and unusual punishment.

1869: Grafitti - An Age Old Problem
Even back in 1869 the city was plagued with those anti social types who degrade public property.
